Custom skins don’t work

Every time I play multiplayer with my friend, it doesn't show his actual skin. It just shows him as a Steve or Alex. When I ask him to change it to a skin he tells me I am that skin, but in my screen he is just Steve. When he tried using a skin from a skin pack I could see his skin.
