Breaking animation/particles can't be seen underwater

The breaking animation of a block nor its particles can be seen underwater.

Expectation:
To be able to see the breaking animation and particles underwater.

What happened:
The animation/particles don't show.

How to (for Survival Mode):
1. Go underwater and start breaking a block.
2. There will be no particles/animation.
