TNT no longer chain reacts in creative mode after loading older map

When initial upgrade to 0.8.1 maps new maps created in creative mode allowed for chain reacting TNT.

I loaded a map from before the upgrade. no chain reaction, have to ignite each block individually.

I loaded back into the new map and it now shows same symptom. no chain reactions.

New maps created after also show no chain reactions.
