Netherite Tools and armor spawn too frequently in Bastion Remnants

Netherite tools and armor spawn too frequently in chest in Bastion Remnants. According to a java developer they should only spawn in the treasure room. So either as a bug or parity error I have found these tool spawning in other remnant sections.
