Broken Portals Spawn too Frequently in the overworld

Whether intentional or not broken portals spawn very frequently in the overworld. This should probably be reduced for balancing purposes. It’s possible that my seed was lucky or that the y value were not varied for these portal but I saw four broken portals in a short timeframe.
