Book enchanted by repeating command block does not update until it has been dropped and picked up by the player

when I enchant a book with a level 1 enchantment with a repeating command block, it doesn't become level 2 until it has been dropped by the player, which causes it to be updated forcefully.

ex: book repeatedly enchanted with lure I doesn't become lure II until the user drops it (book not updated automatically)
