Hunger does not drain while swimming.

I was swimming in the ocean for a few minutes, and my stamina did not drain while I was swimming. I was able to replicate this issue by building a pool and swimming in circles for roughly 10 minutes, my hunger did not drain at all during this 10 minutes.
