Freight Station Achievement not unlocking.

When completing the steps to unlock the achievement, it stays locked

Steps to reproduce:

1. Acquire x1 Chest minecart, x1 chest, x3 rails, x1 hopper, and x3 block of choice
2. place the chest on ground
3. place the hopper above the chest(facing down)
4. place a block to the left and right of the hopper
5. place rails on top of said blocks and on top of hopper
6. Place chest minecart on the rails to the left of the hopper
7. put 1 block in the chest minecart
8. push chest minecart towards hopper
9. fail to unlock achievement
