Texture Packs not showing up even though I have it downloaded

I recently got a texture pack called Chroma Hills HD and oddly it does not want to show up after I go to my texture packs list, and I did restart the game. Also this does happen on MCPE but I'm not sure if it's fixed or not on MCPE.
