Fortune enchantment no longer works

The fortune enhancement is not working properly on any of my pickaxes after the most recent update. I've tried it on all the ores that it would multiply the drop but I consistently get a single piece as if I was using an unenhanced pickaxe.

Steps to Reproduce:

1. Obtain a pickaxe.
2. Enchant the pickaxe with Fortune.
3. Place a line of ores that should be affected by Fortune.
4. Mine the ores using the Fortune pickaxe.

Observed Results:
The drops are not multiplied.

Expected Results:
The Fortune enchantment should have a chance to multiply the drops.
