Empty Hopper Minecarts not picking up items

In one of my worlds (bry survival sa3), hopper minecarts are not picking up items. I have a short rail line running under my automatic wool farm to pick up the wool once the sheep have been sheared. It was working fine for a while, but now the items are no longer getting picked up.
