Crimson and Warped trees generating into netherrack roof

Steps to Reproduce:

1. Create a world using the seed 1518580321.
2. Travel to the Nether.
3. Run the command /tp @s 1564 102 1252
4. Run the command /tp @s 2543 44.00 1766

Observed Results:
Some crimson and warped trees have generated into the netherrack ceiling.

Expected Results:
Crimson and warped trees should not generate if there is not enough room for them.
