Not Able to Move Netherite Items in my Inventory

I'm not sure if this is a bug but when I spawned in netherite gear / items, I went to my anvil to enchant them and I couldn't, butwhen I tried with a diamond sword I could. The netherite gear It would just move back to it's original spot in the inventory. I tried this again on another world it didn't work, I tried another world and it worked, I'm not really sure what happened. I wonder if this happened to other players.
