Wolves spawning outside their biomes

since the 1.16 betas wolves have been appearing consistently around where i'm working. I'm in a plains biome, next to a jungle, with desert and savanna close by. There is no taiga anywhere close, yet they keep appearing. as soon as i tame/kill a wolf, another spawns within a minute or so
