Water Doesn't flow if you water logged a stair(any kind) with water being held in then breaking the stair will keep it not flowing

To Reproduce the bug
1. Place ANY kind of stairs in a vertical fasion
2.Place blocks around the stais where water can flow
3. Water-Logg The stairs
4. Break 1 Stair Block
