Skeletons In Soul Soil Biome

Are skeletons supposed to spawn in this soul soil biome? I thought they were overworld only creatures. If so, that’s cool too, they fit nicely. If not, just wanted to inform you that they are scattered everywhere in soul sand / blue tree biomes.
