generating world not working properly

This issue is to due with entering the end and returning back stuck on the generating world. whenever anyone in the game enters and leaves the end portal they get stuck on the generating world screen and then once i teleport to them they are able to move around again.

I have been testing out different things with commands such as using tickingareas but it still does not seem to work so im not sure whats going on... please help.
