Light Blocks block bubble columns like normal solid blocks

When placing a light block in a bubble column, the bubble flow stops, as if a waterlogged block was there.

Steps to Reproduce:

1. Create a bubble column surrounded by glass blocks
2. Obtain a light block (/give @s light_block)
3. Place the light block inside the bubble column

Observed Results:
The bubble flow stops.

Expected Results:
The bubble flow should continue.
