Can't transfer ipad purchases to live account

Purchases show up on iPad, but when trying to transfer them to account they fail to show as owned and lock me out of the worlds and texture packs. 

 

I am prompted to transfer purchases from the device to the account.  I follow the on-screen prompts and sign in.  Once signed in the purchases do not transfer, and then when I sign out the purchases are completely gone.  I have to restart the game to have them show up again (while signed out) and then get the prompt to transfer them to my account – repeat that for infinity.
