/effect commands tooltip incorrectly says "seconds" instead of "ticks"

Steps to Reproduce:

1. Have cheats enabled;
2. Type /effect in the chat;
3. Observe the command tooltip that appears.

Observed Results:
The tooltip says "[seconds: int]", which doesn't match the actual behavior of Minecraft 1.16.

Expected Results:
The tooltip says "[ticks: int]" to match the behavior of the game.
