Transparent blocks and rain do not render behind charged creeper aura

Transparent blocks and rain do not render behind the charged creeper's aura. This issue used to occur with the wither's aura as well, but that was fixed.
 
List of transparent blocks:

• Water
• Ice
• Glass
• Slime Block
• Honey Block
• Nether Portal Block
• End Portal Block
• Rails

Steps to Reproduce:

1. Place any block from the list above
2. Set the weather to rain
3. Summon a charged creeper in front of the block (/summon creeper ~~~ minecraft:become_charged)

Observed Results:
Transparent blocks and rain do not render behind the charged creeper's aura.

Expected Results:
Transparent blocks and rain should render behind the charged creeper's aura.
