Fishing rood not casting out/reeling in when highlighting trapdoors

I am busy trying to make an AFK fish farm and I can't seem to cast-out or reel in with the iron trapdoor being highlighted, I have tried reloading my game and hard-resetting my console with no luck, so, can I please be able to cast out and reel in while highlighting a trapdoor?
