Outpost captains 1.16.0.51 beta

Outposts are not spawning captains.

 

they will spawn in a world that was created and the outpost chunk was loaded in 1.14. However, for a world created in 1.16.0.51. The outpost still won't spawn captains. I have done about 8 hours of testing with varying distances from spawn point (from 23-53 blocks).
