Vertical hopper chains transfer 2 at a time

Hoppers facing vertical into one another pull 2 items at a time.  This does not occur with horizontal hopper chains or when the top hoppers are facing away from sideways and not down.  Assume this is because one is pushing and the other is pulling at the same time.
