minecraft windows 10 skin problem

there is a problem in the new minecraft 1.15 update the problem is that the skins do not load the capes correctly and most of the time you copy others skin it mostly happens when your wearing a cape and when you where the cape ingame sometimes it dosen't load the cape at all also when it dosent load the cape when your wearing the elytra the elytra dosent load
