Killing people without any permissions dont drop items

If someone has items and you kill them but they dont have any permissions they wont drop their items

How to reproduce:

1. Create a world and collect items
2. Have another player join the world with visitor permissions
3. Give that player some items
4. Kill the player
5. They won’t drop any items
