MCPE-6493

Tapping any block with Bone Meal will cause it to lose one Bone Meal.

What I expected to happen was not to use up one Bone Meal.
What actually happened was it used up one Bone Meal.
How to reproduce:
Hold bone meal in hand.
Tap on any block.
