Villager not getting a job

One of my unemployed Minecraft villager isn't getting a job when the block is unclaimed. It is within 48 blocks, but it's not turning into an employed one. The one it wants to turn into is a farmer. I tried to break the block and place it back multiple times, but it won't work. How do I fix this?
