Cannot make Grass Path blocks under Fence Gates

When a grass block is under a fence gate, it won't let me make it become a grass path. But if I remove the fence gate, I can make it a grass path and then put the fence gate back on it and it will stay a grass path.

Steps to reproduce:
1. Place fence gate on a grass block
2. Use a shovel on the grass block
3. Does nothing

Workaround:
4. Remove fence gate
5. Use shovel on the same block
6. Place fence gate
7. Fence gate on grass path
