Skeleton doesn't use axe!

What I excepted to happen was:

Skeleton attacks with axe,

Doesn't throw arrow.

What actually happened was:

Skeleton threw arrow.

Step to reploduce:

Use command:

/replaceitem entity @e[type=skeleton,c=1] slot.weapon.mainhand 0 iron_axe

And be Survival mode.
