Composter no longer unload bonemeal to hopper below.

When we setup hopper above and below composter , the hopper above composter fills the composter. When the composter is full it fails to transfer the bone meal to the hopper below. It gives bonemeal normally when we use with hands without any hoppers. Automated transfer of bonemeal from composter to hopper is not working..
