Placing blocks is wrong.

What I expected to happen was...:
it would place the correct block.

What actually happened was...:
It replaced that block with an un-powered rail.

Steps to Reproduce:
1. Get a un-powered rail and place it down.
2. Switch to any block that you can place down.
3. Place it down.
