/give items do not move from slot they are put into

When the player uses the command "/give (item)," whichever item that is given is put into the first available slot possible (not tested with full inventory) and will not move from the slot it gets put into. A short-term fix for this is to simply drop the item, pick it up, and do whatever you like with (ex. put it in a chest). However, once placed in a chest and returned to inventory, once again, you must drop the item and pick it up to be able to move it around in your inventory. Can be replicated with "/give @s writable_book" and attempting to move the item to another slot.
