Composter no longer empties into hopper

Composters no longer output bone meal automatically to a hopper placed underneath them.  Steps to reproduce:

1. Place hopper leading into chest.
2. Place composter on top of hopper.
3. Place another hopper on top of composter, and a chest on top pf that.
4. Fill chest with compost material (seeds, etc.)

When composter fills the first time, compost will turn into bone meal, but will remain stuck in composter until manually removed with a right-click. Process is no longer automated, as it is in Java or in Bedrock 1.15.0.51 Beta and earlier.
