Can't Throw Eye of Ender in Flat world

The Ender Eye cant be Thrown in Flat Worlds..

 

Im Not sure if this Is a Bug or Just A Removed Feature, i Mean there are no Strongholds in a Flat world so i cant really Blame..

 

But if it is a Feature Remove, Please bring it Back, its Kind of Helpful with  Commands (im Making a Horror Game, Sooo)

 

But if it is a BUG, May i Please beg you to Fix this? I relly need that Feature back...
