Cannot craft honey block

I am unable to craft honey blocks.
When I get enough bottles of honey and craft the block, it just gives me the bottles back as empty, and no honey block is given

Video is of me crafting and the block not showing up.
Also i've tried crafting the block 3 times, no luck.
