Villagers not employing and unemplying

My villagers won't seem to employ or "unemploy" themselves even though all work stations were broken before being put back. My librarian stays a librarian and won't go unemployed, despite breaking all lecterns in the area, and my blank villager won't become a librarian despite there being plenty of lecterns in its area. There are no other villagers in the area surrounding these villagers. Anyone else experiencing this problem?
