Inventory not accessible in a few blocks

The inventory, top row, 3 spots to the right is not accessible. The cursor acts like they are not there. If i pick stuff up, it will fill the spot. Sometimes if i slowly go from the spot next to it into that spot it will let me select it but not interact with it. I can use the hot key to drop from that spot when it is selected.

Other save games or new game I create do not have this issue.
