Snow golems have a too high rate of fire

Summary:
Snow golem fire rate is too high. Causing a rapid fire (of Snowballs) on hostile entities.

Steps to reproduce:

• Create a new world (1.15.0.51 currently)
• Summon a Snow_Golem in an enclosed environment
  (like fences, but make sure the Snow Golem can "see" and target the mob)
• Summon a target mob like a spider

Observed behavior:
The snow golem has a rapid fire rate targeting the mob.

Expected behavior:
There is a delay between every snowball (shot) done by the snow golem.
