Mario Mash-up pack does not appear in global resources

For some reason the super mario mash-up pack does not appear in global resources in settings on the main menu, It can still be enabled for single player worlds though. I don't see why nintendo would not allow it to be in global resources as you would be the only person with the pack on while on a server and playing against cross platform players.
