Chunk border resource packs hide most blocks

When using any sort of chunk border resource pack, most blocks in my world are hidden. I have tried multiple workarounds like putting the classic MC texture pack above the chunk border pack or de-rendering the chunks and re-rendering them, but the results are the same.
