Observer not registering Melon/Pumpkin stem growth properly

Observer detects the growth stages of the melon stems but doesn't register when the stem connects to the melon/pumpkin. There any many sources using this system as a melon/Pumpkin farm, but does not appear to work for myself. 

It should be noted that this issue has been reported before, and incorrectly labelled as 'resolved'.
