Bees Nests not generating on planted Saplings

Bees Nests are not generating on saplings at all, I've been trying for about 2 hours now. I understand that it's meant to be 5% chance of spawning on a oak or birch sapling. Is this because it's in old chunks or is that nothing to do with it?
