Boat remembers "health lost" permanently even after it stops shaking

The bug

When punching a boat to break it, the boat does not regenerate health when the shaking stops. It will permanently remember, and may break later with a single punch.

How to reproduce

1. Place a boat
2. Punch it 39 times (MCPE-62683)
3. Stop punching for several seconds or longer
4. Punch it a single time

Expected Behavior
Boat breaks in five or so continuous hits, fully recovering when shaking stops, just like minecarts do

Actual Behavior
Boat breaks in a constant number of hits, regardless of timing between them
