Can't place various blocks in light blocks

The bug

Light blocks behave like air, and as such can be replaced by almost all blocks. The following blocks cannot be placed in a light block:

• Snow layers
• Sea pickles
• Coral fans
• Redstone wire
• Lily pads
• Seeds
• Cocoa beans

Additionally:

• Flint and steel/fire charges can't be used to replace a light block
• A nether portal will fail to light if there is a light block in its frame
• Carpets erroneously can be supported by a light block
• It is impossible to remove water from a waterlogged light block

How to reproduce

1. Stand on the ground
2. /setblock ~ ~ ~ light_block 15
3. Try to place one of the listed blocks where you were standing
→ You can't
For some blocks, a specific below block is required (like seeds on farmland)
