iOS devices can’t access minecraft with WiFi on and with data servers can’t be accessed!

When pulling up Minecraft the game will only load when I am on data and appears with the message "Global Resources Previously Failed to Load". After deleting and transferring my game files MULTIPLE (3) times it's safe to say a reboot or cleanse won't fix it.
