ghasts spawing in nether in peaceful mode and attacking, not relevant to issue already present in reports as it says sound

when turned the difficulty to peaceful from any other, and going to the nether still spawns ghasts and and they attack me!!, i had seen a issue regarding this but it doesn't talk anything about them"spawning" so i'am creating a new one and i'am new to these reports so i didn't know hot reply in that issue...and i have a video but couldn't upload it as size is more than mentioned
