Redstone Torches won’t turn off when next to active redstone

I can’t add a screenshot but it’s self explanatory. For example, when a lever is on the block directly next to the redstone torch, and turned on, the redstone torch will not turn off like it is supposed to. This happened no matter what the redstone emitting block is
