Player has no animations when playing local split-screen or online with a friend

I was playing with my brother and my friend ( my friend being online on a different Xbox one (not local). my brother being on split-screen with me )

When I noticed that both of there running animations were not playing when they were running but the particles were still being kicked up

only started for me when 1.14.1 hotfix came out
