minecart stuck after certain depth(underground level near bedrock)

When making an underground rails at a certain level (near badrock) and placing a minecart on it it won't move. Like it is stuck. If i go below that level it works but when i want to go up with the minecart it bounces back at that same level where it was stuck, to go deeper down insted
